This issue is still around in 2020 - with Alyx coming out I wanted to play HL2 Update. Instead of uninstalling SteamVR (which is kind of annoying), you can instead rename the SteamVR installation folder where the executables for the VR apps are located.

Basically you're gonna want the "arc vr fixed" add on, that will allow you to have full physical reloads with all the half life 2 guns. From there, get "arc vr 2nd, 3rd, 4th wave" along with "arc vr hl2 guns". Don't sub to or install the original "arc vr base" because it's broke.
